PROBLEM TO BE SOLVED: To provide a multi-gradation data generation device which easily generates an excellent gradation data well-balanced in stroke even when there are not many gradations. SOLUTION: By using a color judgment table holding combinations appropriate to a display device among those of gradation colors which can be taken by pixels arranged in the direction of a stroke width in stroke, an optimal stroke position deciding part 114 alters the stroke position by sequentially shifting the stroke in the direction of width until the pixel takes an appropriate combination, and after the alteration, a contour information enlargement/ reduction part 107 and a multi-gradation data creation part 108 create gradation data.
