PROBLEM TO BE SOLVED: To control torque of an engine with high accuracy by calculating torque of an internal combustion engine by a model as a function of an operation variable, deciding a value to maximum torque from a prescribed characteristic curve group, and correcting the maximum torque by deciding efficiency to a controlled variable of the internal combustion engine. SOLUTION: A characteristic curve group 100 for maximum illustrated high pressure torque is used to determine the maximum illustrated high pressure torque Miopt as a function of an engine speed Nmot and relative air filling quantity r1 by considering a dynamic chracteristic of an intake pipe from an actual air mass flow rate. A deviation from a standard value of the oxygen concentration at that time is determined by a comparing stage 104 to decide efficiencyηλat that time of the air-fuel ratio according to a characteristic curve 106. The Miopt is desirably corrected at a joining point 102 by multiplication by using this efficiencyηλ. A corrected maximum value is corrected by an exhaust gas return rate at that time, a camshaft position, the injection timing, an ignition angle position and corresponding efficiency of an air supply movable valve by correcting stages 108 to 116 to form actual torque Mi.
