PURPOSE: An outputting apparatus of a flow control operand is to automatically set an optimal value of the flow control operand, thereby increasing a data transmitting speed and an efficiency of a network. CONSTITUTION: An outputting apparatus of a flow control operand comprises a buffer size estimating part(310) for calculating an empty size of a common buffer(200) in which an ethernet frame is stored, a frame length detecting part(330) for detecting a frame length stored in the common buffer when the ethernet frame is received, a transmitting ratio detecting part for detecting/outputting a transmitting ratio of the ethernet frame after receiving a bus requiring signal input to a central processing unit(100) upon transmitting of the ethernet and a bus allowing signal output from the central processing unit, and a flow controller(340) which receives the buffer size, the frame length and the transmitting ratio so as to produce the flow control operand and determines a time for transmitting the flow control frame having the flow control operand.
