PROBLEM TO BE SOLVED: To produce a highly active plant growth agent and a preventing agent for mosaic diseases by realizing a high-concentration and highly stable aqueous solution of 1-triacontanol which has hitherto been considered as difficult by a new technique. SOLUTION: 1-Triacontanol, cyclodextrin or a saccharide compound, etc., is thermally melted in a surface-active agent to incorporate the 1-triacontanol in the cyclodextrin or the saccharide compound. Thereby, the 1-triacontanol is highly dispersed therein to provide a pasta or a granule, which is then dissolved in water to prepare a highly stable and high-concentration aqueous solution of the 1-triacontanol.
