PROBLEM TO BE SOLVED: To obtain an integrated circuit element which is excellent in sensitivity of capacity variation to voltage and has a voltage variable capacity maintaining lineality of frequency variation good inside an IC board and a voltage control oscillator wherein it is used. SOLUTION: In the integrated circuit element, a PNP transistor 7 and an NPN transistor 8 are formed in an integrated board 6 which is formed by integrating an oscillation circuit element, an emitter and a collector of both the transistors 7, 8 are commonly connected for commonly connecting an emitter and a collector of the PNP transistor 7 and a base of the NPN transistor 8. In the meantime, a base of the PNP transistor 7 and commonly connected emitter and collector of the NPN transistor 8 are commonly connected for connecting the PNP transistor 7 and the NPN transistor 8 parallel, and a voltage whose negative potential is an emitter and a collector of the PNP transistor 7 and a base of the NPN transistor 8, and positive potential is an emitter and a collector of the NPN transistor 8, is applied.
