PROBLEM TO BE SOLVED: To realize nonfluctuating electric current cutoff and bursting pressure by joining a pressure receiving plate material to a shielding plate material through an insulating plate material having a joining opening at a prescribed pitch, and punching it after welding a place matched to the opening. SOLUTION: An insulating plate material 32, a pressure receiving plate material 39 and a shielding plate material 44 being constitutive parts of a safety device are delivered to be sent in a press-fitting laminating device while synchronizing the tip parts to be integrally press-fitted/laminated by applying an adhesive. An obtained laminated material 49 is sent to a welder to successively perform spot welding on a place where the pressure receiving plate material 39 and the shielding plate material 44 are matched to a joining opening 34 of the insulating plate material 32. Next, this laminated material 49 is sent to a punching device where a plurality of devices 10 are punched by a single punching operation. Holes 41, 46 are respectively formed at intervals in the lengthwise direction in the pressure receiving plate material 39 and the shielding plate material 44 to be matched to the joining opening 34 of the insulating plate material 32. The laminated material 49 after punching is wound by a winder.
