PROBLEM TO BE SOLVED: To prevent the lowering of format efficiency by counting each field recorded on a medium, controlling a recording format, counting the number of data transfer bites transferred from a signal processing circuit to control a flow of data, and making a format control circuit and a data flow control circuit programmable respectively and independently. SOLUTION: Counters CNTR 100, 105, selective circuits SEL 101, 106, comparator circuits COMP 102, 107 are respectively and separately prepared to independently control a format sequencer and a data flow sequencer. Expected values required for controlling a format/data flow are not necessitated to be separately stored, and selective signals/count enable signals are outputted according to each sequence when each sequencer is activated. A relevant counter value is compared with a selected expected value with each comparator circuit, and coincidence signals are outputted to the sequencer when coincidence is obtained.
