PROBLEM TO BE SOLVED: To easily apply a groove-shaped seal to a large flat-seat type flange by boring bolt holes in a ring-shaped outer circumferential edge and constructing a packing of a flat plate member, in which seal rubber inserting ring type grooves are formed on the front and back faces in the center, and a locking plate having an internal thread hole fitted to a bolt. SOLUTION: Along the circumference edge of the flat plate member 2, bolt insertion holes 3 are bored in the positions matching bolt holes formed in a flange of a flange coupling, and the band area, in which the bolt insertion holes 3 are arranged, is formed thinly. On the front and back faces in the center of the flat plate member 2, several seal rubber inserting ring-shaped grooves 4 are formed concentrically with a pipe hole 5. In addition, a locking plate 6 is formed with a thickness equal to that of the thinly formed flat plate member 2, and in the center of the locking plate 6, a screw hole 6a fitted around a bolt fastening the flange is formed. A length of the locking plate 6 is set so that its outer edge 6a is projected beyond the flange outer circumference when the screw hole 6a is arranged coaxially with the bolt hole in the flange.
