PROBLEM TO BE SOLVED: To provide a tank rolly managing device which can prevent the illegal entrance of a tank rolly to an oil tank station, can rationalize shipping of oil to the tank rolly and can rationalize unloading of oil from the tank rolly to the oil tank of a service station. SOLUTION: A transponder 5 which is provided with a storage part 5a storing vehicle data, a transmission/reception part 5c receiving/transmitting a signal by radio and a control part 5b receiving a transmission signal and emitting vehicle data and which is installed in a tank rolly and a controller 9 provided with a storage part 9a storing vehicle data, a transmission/reception part 9c transmitting/receiving a signal by radio and a control part 9b emitting the transmission signal and judging the matching of received vehicle data and vehicle data which is previously stored compose the tank rolly managing device.
