PROBLEM TO BE SOLVED: To recover toner adhering to a belt for transfer with plural image carrier cleaners distributively to them and to miniaturize a toner recovering container by applying cleaning bias to plural transfer devices only in a set period while rotating the belt in a specified timing. SOLUTION: A cleaning bias power source E2 applies the cleaning bias for moving the toner adhering to the belt for transfer B to image carriers Pk, Py, Pm and Pc to two or more transfer devices out of the respective transfer devices Tk, Ty, Tm and Tc. Namely, the toner on the belt B is moved by distributively to plural image carriers Pk, Py, Pm and Pc. Thus, the cleaner is prevented from being full of recovered toner in a short time in the case of moving the toner to one image carrier Pk, Py, Pm or Pc. Therefore, takeout operation of the recovered toner from the cleaner need not be performed frequently and the belt cleaner can be miniaturized.
