PROBLEM TO BE SOLVED: To provide a recovering and drying device of a solvent which has high recovering rate of the solvent, can securely avoid a danger of explosion in the device and can dry clothing in a drying chamber in a short time, and has high cooling effect without re-adhesion of the solvent to the clothing. SOLUTION: In a recovering and drying process X, an air containing a solvent sequentially is circulated through a drying chamber 1, an exhaust passage 2, a cooling passage 3, an intaking passage 5, and is liquefied by a cooler 3a, and separated into the solvent and water by a separator 4 and recovered. The recovering and drying process X is separated into a first half recovering and drying process Xa and a second half recovering and drying process Xb. The first half recovering and drying process Xa is performed at a temperature under a flash point of the solvent for a specified period of time until a concentration value is decreased so that the concentration of the solvent does not exceed a lower threshold of explosion even if high-temperature recovering at a temperature higher than the flash point is performed in the second half of recovering and drying process Xb. And thereafter the second half recovering and drying process Xb is performed at high temperature higher than the solvent flash point for a specified period of time.
