PROBLEM TO BE SOLVED: To provide a heat pump device whose heat collecting capacity is high even when antifreeze is not employed, and capable of absorbing a differ ence by ice storage heat when a heat load is higher than a non-utilized heat collecting amount for the purpose of utilizing the non-utilized heat. SOLUTION: A refrigerant condenser 6 and a refrigerant evaporator 7 for a refrigerating cycle 5 are connected thermally to hot-water 2 in a hot-water heat exchanger 1 and cold water 4 in a cold heat storage tank 3, capable of storing the heat through ice, respectively. A load heat exchanger 8 is connected to a heat load 13 and the circulating passage of the hot-water 2. A heat source heat exchanger 10 is connected to a non-utilized heat source 9 and the circulating passage of the cold water 4. Heat collected from the non-utilized heat source 9 in the heat source heat exchanger 10 through the cold water 4 is transferred to the hot-water 2 through the refrigerating cycle 5, while room heating is effected by the hot-water 2 through the load heat exchanger 8.
