PROBLEM TO BE SOLVED: To prevent the displacement and deformation of each part against force generated from an internal pressure difference by arranging cylindrical supports having projecting parts and ion exchange membranes concentrically and forming the space between the projecting parts of one support into a desalting chamber and the space between the projecting parts of adjacent supports into a concentration chamber. SOLUTION: In a treatment part housed in a cylindrical vessel 2 which is the outer shell body of an apparatus 1, an inner circumferential electrode 4 is disposed around a central rod 3. Cylindrical supports 5 and ion exchange membranes 6 are arranged concentrically so as to come into contact alternately around the electrode 4. In the support 5, projecting parts protruding toward the inside in the radial direction are formed on the inner circumferential surface and/or the outer circumferential surface. In this way, the space between the projecting parts 10 of one support 5 is formed into a desalting chamber 12, and the space between the projecting parts 10 of adjacent supports 5 is formed into a concentration chamber 13. Especially, the spaces between projecting parts in the innermost layer and the outermost layer are formed into electrode chambers 14, 15, respectively, and an ion exchanger 16 is packed in the desalting chamber 12.
