PROBLEM TO BE SOLVED: To provide a gutter gate building capable of projecting a rising lift lever to the outdoor side to prevent the building from being enlarged, preventing the incursion of rain into the indoor side in the case the lift lever is lowered and raised, and smoothly and surely opening and closing a through-hole. SOLUTION: In the case a lift lever 3 is lowered and is in a state of going in the indoor side, a through-hole 6 is covered with a cover body 7 to close the through-hole 6. In the case the left lever 3 is raised by an opening and closing device 4, the left lever 3 is inserted in a cylindrical body 8, the cylindrical body 8 is pushed up together with the cover body 7, and the left lever is projected to the outdoor side through the through-hole 6. In that case, the cylindrical body 8 covers the lift lever 3 and through-hole 6 to protect the lift lever 3 and, at the same time, the incursion of rain into the indoor side is prevented.
