PROBLEM TO BE SOLVED: To improve sulfurization and dispersion of a sulfide phase by reducing a catalyst with at least one kind of reducing gas except for hydrogen before the catalyst is sulfurized. SOLUTION: The catalyst is prepared by combining at least one element selected from group IIIB elements including lanthanoids and actinoids, group IVB elements, group VB elements and VIB elements, and at least one kind of amorphous or incompletely crystallized oxide type porous matrix in which, if necessary, group VIII elements or a zeolite or non-zeolite molecular sieve are compounded. A closed reactor or the like is filled with the catalyst by air and purged with inert gas such as argon, then at least one kind of reducing gas except for hydrogen is introduced to reduce the catalyst. The reducing gas is selected from carbon monoxide, nitrogen monoxide, N2O or the like in a single state, mixed state or diluted in the inert gas. Then the catalyst is sulfurized. Thus, sulfurization and dispersion of the sulfide phase can be improved.
