PROBLEM TO BE SOLVED: To enhance heat exchanging efficiency while reducing overall size. SOLUTION: The heat exchanger 10 comprises a Peltier element 12, fins 14, 15 secured to the upper and lower surfaces thereof, and a unit 18 for supplying high speed air to the fins 14, 15. The high speed flow supply unit 18 comprises ejection pipes 24, 25 arranged in gas passages 20, 21 on the inside of the fins 14, 15, and compressors 27, 28 for supplying compressed air thereto wherein the ejection pipes 24, 25 are provided partially with a plurality of small holes 29, 30. Since high speed air can be ejected from the small holes 29, 30 into the gas passages 20, 21, a boundary layer formed at a part of the gas passages 20, 21 can be broken.
