PROBLEM TO BE SOLVED: To make efficiently performable rewrite even when rewrite data are discrete. SOLUTION: The address of a memory 21 to be rewritten is extracted, the address group is prepared and stored in an address group holding part 14 and the leading address of the address group of the memory to be rewritten is set to a leading address holding part 16. Rewrite processing is ended when the data of the leading address holding part 16 are the same as the final address of the data of the address group holding part 14, the data of the leading address holding part 16 are made to the leading address when they are not the same and a difference between the leading address and the next address of the data held in the leading address holding part 16 at present among the address group holding part 14 is compared with the overhead of transmission. When it is smaller, 1 is added to the number of the data and the comparison is repeated. When it is not so, transmission and reception are preformed by using the leading address and the number of the data, the leading address of the address group holding part 14 is set to the leading address holding part 16 and the comparison of the address is repeated.
