PROBLEM TO BE SOLVED: To quickly and certainly remove a connecting member connected to a base material without damaging the base material. SOLUTION: A drill body 101 is provided with a rotation checking member 200 including a tooth 200a to check the rotation of the flange 11c of a blind rivet 10 by bitting into the flange 11c when the connecting part of the blind rivet 10 connected to connecting holes 1, 2a on base materials 1, 2 is to be cut off by a drill 14 as a cutting member fitted to a drill rotating part (a chuck) of the drill body 101. Thus the blind rivet 10 corotating with the rotation of the drill 14 is checked by the tooth 200a of the rotation checking member 200 bitting into the flange 11c of the blind rivet 10 at the time of cutting and such inconvenience as scratching the base materials 1, 2 or being unable to cut the connecting part can be dissolved.
