PROBLEM TO BE SOLVED: To obtain a stable O/W/O emulsion capable of being preferably used for skins by combining an oil-in-water type primary emulsion and a specific oil/water/oil type triple emulsion. SOLUTION: This emulsion comprises (A) an oil-in-water type primary emulsion and (B) an oil/water/oil type triple emulsion containing an oily outer phase, wherein the triple emulsion contains an at least partially cross-linked organopolysiloxane elastomer containing a polyoxyethylenated and/or polyoxypropylenated chain. The elastomer is obtained by subjecting (i) an organohydropolysiloxane of formula I R1 is a (substituted) 1-18C alkyl or the like; R2 is an organohydropolysiloxane of formula II [R3 is H or the like; (d) is 2-200; (e) is 0-200; (d)+(e)=3-200; (n) is 2-6]; 1.0<=(a)<=2.5; 0.001<=(b)<=1.0; 0.001<=(c)<=1.0}, (ii) a polyoxyalkylene of formula III [(h) is 2-200; (i) is 0-200; (h)+(i)=3-200; (m) is 2-6], etc., to an addition polymerization reaction.
