PROBLEM TO BE SOLVED: To easily mount a base paper end to a splice head without a human- initiated error by an operator by providing a base paper mounting position display device for displaying a position to be mounted with the paper end of a base paper roll, on the splice head. SOLUTION: A base paper end positioning detecting device 24 comprises a projector 25 for irradiating and displaying a base paper end mounting position on a splice head 11, and sensors 28a, 28b for detecting the presence of a base paper end, and transmits base paper end information from the sensors 28a, 28b to a mill roll stand control device 27. An operator is informed of detected information by an obtained base paper end detection signal through a display such as a revolving light or a sounder such as a buzzer at the time point of predetermined setting operation. Since the base paper end can be positioned in a normal position on the splice head 11 while being confirmed by the operator him/herself directly with his/her own eyes, a human-initiated base paper end mounting error by the operator can be prevented.
