PURPOSE: An insulating conductive material for winding high voltage and forming method thereof are provided to manufacturing a revolution electric apparatus for high voltage without using a insulating system. CONSTITUTION: The insulating conductive material(30) comprises one or more strand(12), an inner first semiconductor layer(14) for surrounding the strand(12), a first insulating layer(16) for surrounding the first semiconductor layer(14), and an outer second semiconductor layer(18) for surrounding the first insulating layer(16). The second semiconductor layer(18) is grounded at least two each other different points. An electric contact in the second semiconductor layer(18) is insulated between continuous two ground points. Two apparatuses(24, 26) are arranged to reduce amplification of electric field power in an insulating portion(20).
