PROBLEM TO BE SOLVED: To precisely estimate the picture quality of a host video. SOLUTION: In a digital video coding device, an encoding 20 contains a first discrete wavelet conversion part 202 receiving a host video, converting a discrete wavelet and outputting an M×M wavelet coefficient, an original signature video storage part 204 storing an original signature video, a second discrete wavelet conversion part 206 receiving the original signature video, converting the discrete wavelet and outputting an N×N wavelet coefficient when a prescribed positive number smaller than M is set to be N, and a coefficient substitution/combination part 208 substituting N×N position data for the N×N wavelet coefficient selected from the M×M wavelet coefficient and combining them in accordance with a prescribed rule so as to output N×N position data and the substituted M×M wavelet coefficient. |
