PROBLEM TO BE SOLVED: To effectively remove and recover the outer paper of a paper roll. SOLUTION: On a base part 20 formed with an insertion groove 21 for an outer paper 2 at the front end, a support part 22 is provided. On an arm part 30, first support shaft 23, and second and third support shafts 31, 32 positioned at the front and the back of the same are fixed in a line. The first support shaft 23 is supported by the support part 22 of the base part 20, and the arm part 30 is provided freely rotatable. On the second and the third support shafts 31, 32, a pin 35 and a punch cutter 36 are supported respectively. An insertion groove 21 is made able to be inserted by the holes 21a-1, 21a-2 and 21b-1 formed in the base part 20. By rotating the arm 30, the punch cutter 36 is made to pass the insertion groove 21 of the base part 20. By moving the pin 35 in the opposite direction from the punch cutter 36, the same is inserted in the insertion groove 21 of the base part 20.
