PROBLEM TO BE SOLVED: To prevent switching to frequent re-transmission or reduction in the communicating rate, and to quickly attain high speed communication by comparing a preset optimal reception level with a detected reception level for obtaining difference information and communicating this obtained difference information to a transmission side. SOLUTION: A called side device 20 detects and judges the reception level of a calling tone (S2). This reception level is compared with an optimal reception level stored in an RAM (S3). Difference information is calculated so that a value which is 5dBm can be obtained, and a procedure signal including the difference information is communicated to a calling side device 10 (S4). The called side device 10 analyzes the difference information included in the procedure signal, and judges that this is a request for raising the transmission level only by 5dBm (S5). When a difference analyzing means executes this judgment, the result is communicated to a correcting means, and the transmission level of a transmission amplifier is corrected since the next non-standard function setting signal is transmitted (S6).
