PROBLEM TO BE SOLVED: To reduce a recording area necessary for calculating the upper limit value and lower limit value of a traveling time, and to reduce a processing time. SOLUTION: Upon receiving a link number from a processing part 13, an upper limit and lower limit value predicting part 12 transmits a link number to a link distance storing part 11, receives a link distance from the link distance storing part 11, predicts an upper limit value and lower limit value, and transmits the link number and the upper limit value and lower limit value to the processing part 13. Upon receiving the link number and a link departing time, a predicting part 14 predicts the traveling time of a link, and transmits the link number and the predicted traveling time to the processing part 13. The processing part 13 receives the link departing time, link number, and traveling time from the predicting part 14, and transmits the link number to the upper limit and lower limit value predicting part 12A, and receives the upper limit value and lower limit value from the upper limit and lower limit value predicting part 12A, and outputs the traveling time and the upper limit value and lower limit value.
