PROBLEM TO BE SOLVED: To provide a message receiving device which can autonomously determine whether or not a ciphering system and a digital signature system are needed for each message inputted by the message transmitting device according to the state wherein the message is transmitted. SOLUTION: A server device 4 receives a communication sentence 314 from a client device 2. Prior to the reception of this communication sentence 314, a message input form formation sentence 312 is generated (S102) which includes data regarding whether or not a ciphering system and a digital signature system are needed as to the message and is used to prompt a user to input the message. The message input form formation sentence 312 including the data is transmitted to the client device 2 and when the message is accepted according to the message input form (S103), a ciphering/digital signature process is performed according to the data (S104).
