PROBLEM TO BE SOLVED: To provide a backfilling member capable of easily and certainly adhering a pressure plate on a slope and a backfilling method using this member. SOLUTION: A slope is stabilized by fixing a pressure plate 4 on the slope 1 by using a backfilling member 3 having a deformable bag 11 storing a porous substance 12 and having permeability and using an anchor 2 installed on the foundation. In this case, the backfilling member is set between the pressure plate and the slope, the member is deformed in accordance with irregularities of the slope by setting the pressure plate on the slope, and cement milk 13 is filled in the backfilling member, impregnated in the porous substance uniformly and held in it.
