PROBLEM TO BE SOLVED: To obtain granular active carbon with stable performances by carbonizing at a specific carbonization temperature a solid fuel obtained by solidifying refuse. SOLUTION: A solidified refuse fuel is carbonized at a carbonization temperature of 500-1,000 deg.C. The solidified refuse fuel has generally a cylindrical shape bringing on excellence in storability and conveyability as well as in flowability. The residue after the carbonizing treatment has nearly the same shape as before carbonization and can be utilized as granular active carbon. Preferably solidified refuse fuel is carbonized with coal or highly carbonaceous refuse added (e.g. waste paper, pitch, waste plastics). Thus, a certain amount of active carbon can be produced regardless of changes of the amount of received solidified refuse fuel and the ash content in active carbon is lowered resulting in improved adsorbing performance of active carbon. Further preferably, the residue is crushed after carbonization to separate carbonaceous components from ash, because crush renders it easy to remove ash with enlargement of a specific surface area to give purer active carbon.
