PROBLEM TO BE SOLVED: To provide a system by which the need to open a special deposit account is eliminated, a charge is not deducted in a different phase by a credit card or from a bank account and proper document submitting and charge payment are possible, even if a person who pays the charge and a person who submit a document are different when the charge is paid for electronic document submitting by communication through the Internet, and further the date of the submitting is reasonably determined without allowing illegal use when the document is submitted electronically through communication. SOLUTION: A payment acceptance server 102 is provided on a network and when a payment demand is issued to the payment acceptance server 102, the payment acceptance server makes a credit inquiry; when the payment of a charge is guaranteed, an unalterable payment certificate showing that effect is issued. When a document is submitted, it is sent together with this payment certificate. |
