PROBLEM TO BE SOLVED: To attain size reduction and price-reduction of a transmitter by registering an identification number via a modem which is communicable with a modem provided in the transmitter, while using a number register equipped with the modem. SOLUTION: When a registration mode #90 is inputted from a register key 41 to a transmitter 1, a number register 5 supplies a clock signal suitable for a data transmission speed set between modems 12 and 51 to a serial/parallel converting buffer 42 and number data are serially shifted from its serial output terminal bit by bit and supplied to the modem 51. The modulated modem output is supplied from a connector 52 for telephone line connection of the number register 5, through a connector 15 for external telephone line connection and transformer 13 of the transmitter 1 to the modem 12. The modem 12 decodes this modulated signal to the original serial digital signal bit by bit and supplies it to an insulation information monitoring circuit 11. The insulation information monitoring circuit 11 assembles the identification number and a telephone number from this bit signal digit by each digit and stores them in a number register memory 10.
