PROBLEM TO BE SOLVED: To improve the tracking performance of a target by allocating each sensor to each target preferentially for the target that is turning when tracking a plurality of targets with a plurality of sensors. SOLUTION: A sensor group-controlling device is provided with bias error evaluation equipment 15 for evaluating the bias constituent of a prediction error according to observation information from a sensor group 5 and tracking information from a tracking filter group 8, random error evaluation equipment 16 for evaluating the random constituent of the prediction error according to the output of the tracking filter group, and observation necessity evaluation equipment 9 for evaluating observation necessity for each of targets 11-1n based on the bias error evaluation equipment and its output, thus increasing the observation necessity of targets that are turning and preferentially allocating sensors 41-4n to them.
