PROBLEM TO BE SOLVED: To restore a sill and a foundation to a specified position by constituting this structure of a sill side spring receiver, a sill side metal fitting having steel balls and steel ball retainer, a foundation side metal fitting having a foundation side spring receiver, a spring, and a connection member. SOLUTION: Stainless steel balls 8 contained in a steel ball retainer 13 arranged in a sill side receive fitting 3 put between a sill 1 and a foundation 2 rotate between a foundation side metal fitting and the receive fitting in an earthquake. In this case, even if the foundation 2 vibrates vigorously, the transmittion of the horizontal earthquake wave to the sill 1 is lessened, and since the sill 1 is connected to the foundation 2 by the connection member 9, the jumping-up motion of the sill 1 can be restrained even in the vertical motion of an earthquake. Moreover, by installing a recess 27 in the connection member 9, the sill 1 and the foundation 2 become freely movably horizontally by a specified slight diatance in the before and behind and lateral directions in about 360 degrees. In this way, the structure functions as a base isolation structure, and ventilation of the whole periphery of an underfloor of a house is always improved, and the underfloor moisture can be reduced, and the corrosion of the sill is prevented, and further, propagation of termites can be prevented.
