PROBLEM TO BE SOLVED: To efficiently manufacture a wet paper towel product by a method wherein a wet paper towel can be efficiently mass-produced and can be firmly sealed in a packaging film, preventing the wet paper towel from being displaced to eliminate a loss of product. SOLUTION: There are provided a stacking part 110 wherein a wet paper towel 1 is stacked on a packaging film sheet 2S, while the packaging film sheet 2S paid out from a raw fabric roll 2R is being moved, a wrapping part 120 wherein the towel 1 is wrapped in the sheet 2S, and a center sealing part 130, wherein the opposite edges in the width direction of the sheet 2S, the edges being superposed one over another, are heat-sealed. Then, there are further provided a temporarily bonding part 140 wherein a gap portion 7 between adjoining towels 1, 1 wrapped in the sheet 2S is temporarily bonded, a film fusing part 150 to fuse the portion 7 by heat, and a seal cutting part 160 wherein the portion 7 is cooled and solidified to cut it.
