PURPOSE: A production method of an activated carbon fiber is provided to improve the absorbing efficiency with a surface oxide at processing impurities of a gas and of a liquid, and to steeply improve the absorbing efficiency time at the same time. CONSTITUTION: The activated carbon fiber is produced by: putting a carbon fiber between a graphite anode and a graphite cathode plates among the electrolytes of acidity or of alkalinity; sending the voltage of 1V ¯ 20V between the graphite anode and the graphite cathode in the current density of 5 ¯ 450 mA/m¬2; the electrolyte of alkalinity, the Lewis basic solution of the NaOH, the NaCl, or the NaClO; the electrolyte of acidity, the Lewis acidic solution of the H3PO4, the H2SO4, the HNO3 or the HCl.
