PROBLEM TO BE SOLVED: To execute the synthesis processing of moving picture data where frame data different in features coexist such as an intra-frame to which intra- frame compression encoding is executed and a prediction frame to which inter- frame compression encoding is executed, and to execute the synthesis processing at high speed without degrading the picture quality of synthesized moving picture data by means of a decoding processing for generating one piece of synthesis moving picture data. SOLUTION: A processing for making the appearing patterns of frame types become similar is executed on encoding frame data outputted by a picture encoding means 104. A picture synthesis means 106 reads plural pieces of moving picture data to be synthesized by the similar pattern and executes the synthesis processing of frame data whose frame types are similar. Synthesized moving picture data are outputted by the similar pattern after the synthesis processing.
