PROBLEM TO BE SOLVED: To instantaneously control a network into normal state in the case of a simultaneous recovery event. SOLUTION: When the simultaneous recovery event occurs, a switching node under switching receives and discriminates a ring switching request signal addressed to the other node in clockwise or counter-clockwise direction, and when the ring switching request signal addressed to the present node is received from that discriminated direction, the state of switching of this node is returned into initial state. By performing control for sending a cutback request signal for requesting the return of switching state to the initial state to the other node, the network is controlled into normal state.
