PROBLEM TO BE SOLVED: To improve the polishing ability, and to provide a polishing sheet at a low cost by coating a sheet of a hard thin steel plate with a diamond-like carbon thin film having a rough surface as a substitute of abrasive grains. SOLUTION: One surface of a this steel plate 1 is coated with an intermediate layer 2 of tungsten so as to improve the adhesiveness, and diamond-like carbon 3 is coated thereon at 1μm of thickness by the vacuum arc deposition method. A pressure sensitive adhesive double coated adhesive tape 4 as an adhesive member and a peeling paper 5 are arranged in a back surface so as to facilitate the installation thereof in a block. Since the vacuum arc deposition is point evaporation at a point called an arc spot, carbon can be evaporated in the fine particle condition. Polishing speed and durability are improved, and the polishing sheet can be manufactured at a low cost by using this carbon for manual accurate polishing finish. Polishing of a fine part is possible because of the sheet-like shape of the polishing material.
