PROBLEM TO BE SOLVED: To lightly operate a manual rotation driving device so as to prevent a miss of aim at a discharging position in a container hoisting and rotating device discharging contents of a drum can by rotating the suspended drum can by means of the manual rotation driving device. SOLUTION: In this container hoisting and rotating device, a hoisting frame 1 is suspended by means of a hoisting and rotating device such as a hoist, and a drum can supported in a rotational frame 2 in the hoisting frame 1 is rotated with the rotational frame 2 by means of a manual rotation driving device 4 so that contents of the drum can are discharged. In the container hoisting and rotating device, an energizing means 5 using a spring is linked to the rotational frame 2 for the purpose of rotationally energization in the container contents discharging direction.
