PROBLEM TO BE SOLVED: To suppress the fluctuation of a prime mover and a generator driven by the prime mover to an allowable value or less by controlling an electric motor for driving a propeller at a torque limit value or less derived from the value based on a power increase allowable value. SOLUTION: A preset power increase allowable value is added to the value obtained by multiplying a torque set value, which is the output of a speed regulator 25 by the detection value of an electric motor 3 by a speed detector 5. The value held by sampling this added value every prescribed time is subtracted by the detection value of the speed detector 5. The subtracted value is set as the torque limit value of the electric motor 3. The deviation between the speed set value and the detection value of the speed detector 5 is arithmetically regulated by the speed regulator 25, and when the resulting regulated arithmetic value exceeds the torque limit value, the torque limit value is outputted as the torque set value, and when it is lower than the torque limit value, the regulated arithmetic value is outputted as the torque set value. |
