PROBLEM TO BE SOLVED: To make the gloss of a dispersion product equal to or higher than that in the case of mixing and dispersing a material to be treated with a roll mill or a ball mill by pressurizing the inside of a vessel during the mixing and dispersing of the material to be treated in the case of mixing and dispersing the material to be treated together with media in the vessel. SOLUTION: The inside of the vessel (a) is pressurized by arranging a valve 4 in the mid-way of a discharge pipe 3 for discharging a material to be treated, which is mixed and dispersed in the vessel (a). That is, the inside of the vessel (a) is pressurized by controlling the valve 4. The material to be treated is sent to the vessel (a) through a injection pipe 1 by a pump 2 and is mixed and dispersed by being forcibly stirred together with the media by high speed rotation of a disk. During the mixing and dispersing of the material to be treated, the inner pressure of the vessel (a) is increased by controlling the valve 4. As the valve 4, a throttle valve is most suitable and one exhibiting the same function, such as a relief valve can be also used.
