PROBLEM TO BE SOLVED: To prevent break of insulating pipes without lowering a yield by temporarily overlapping a third jig on a first jig before overlapping a second jig on the first jig, then removing the third jig when the insulating pipes inserted into a plurality of first insertion holes are protruded beyond the upper face of the first insertion holes. SOLUTION: Many first through holes 61 are formed on an aligning jig board (third jig) 60 at positions corresponding to the work holes of an upper carbon jig. Four second through holes 62 are formed on both sides of the portion where many first through holes 61 are formed on the aligning jig board 60, and two pins of a lower carbon jig are inserted into two through holes 62 diagonally facing each other across many first through holes 61. The aligning jig board 60 is overlapped on the lower carbon jig and removably fitted to the lower carbon jig so that the first through holes 61 are communicated with the work holes of the lower carbon jig.
