PROBLEM TO BE SOLVED: To provide a scale-eliminating device that can prevent washing force from being locally increased within a jet range for widely improving washing effect by a method wherein washing fluid jet range is set to the entire surface of a pipe plate and a 10 mm or longer heat transfer pipe side wall on the pipe plate and the influence of the impact of jet to a material is evaluated in reference to a locally strong part for eliminating a scale. SOLUTION: A scale-eliminating device is provided with a flexible lance 58 that retains a high-pressure water hose 91 and can be moved in reference to a pipe plate, a pipe supporting plate, and a heat transfer pipe, and a washing head 60 that is mounted to the edge of the flexible lance 58. A cavitation generation nozzle hole communicating with the high-pressure water hose is formed inside the washing head 60. Foam is generated in washing, and impact pressure being generated when the foam is collapsed is propagated, thus widely eliminating a scale.
