PROBLEM TO BE SOLVED: To improve the responsiveness to the change in the power generation output in a waste treatment plant. SOLUTION: A drying process is provided with a first hopper 11, a pusher 14 and a drier 16. A pyrolysis process is provided with a second hopper 18, a pusher 19, and a pyrolysis furnace 22. A melting process which is a final treatment process of wastes is provided with a third hopper 24, a rotary feeder 26 and a melting furnace 40. A power generation output controller 280 obtains the drive quantity of the rotary feeder 26 according to the required power generation output, a third hopper level controller 130 obtains the drive quantity of the pusher 19 according to the detected value of the accumulation level in the third hopper 24, and a second hopper level controller 170 obtains the drive quantity of the pusher 14 according to the detected value of the accumulation level in the second hopper 18.
