SOLUTION: Squeeze rollers 6A and 6B and 7A and 7B consist of sponge rollers and water content of a pile filling mat M is removed by pinching and pressing the pile filling mat M passing through them. Dehydrating rollers 4A and 4B made of a steel pipe made of SUS, etc., being brought into press contact with the squeeze rollers 6A and 6B are provided and the water content absorbed in the squeeze rollers 6A and 6B are squeezed out by means of these dehydrating rollers 4A and 4B.
