PROBLEM TO BE SOLVED: To provide a lightweight embankment construction method, by which trouble at a time when forms for partitioning a rigid foamable-layer forming predetermined space are reused repeatedly can be saved, and the forms can be removed simply after the formation of a rigid foamable layer. SOLUTION: Forms 31 are arranged onto a ground 11, and a rigid foamable layer 21 is formed by discharging, foaming and curing a foaming-resin raw material P in a space partitioned by the forms 31. A board 35 consisting of a foam is installed detachably onto the internal surface 32 of the forms 31, the rigid foamable layer 21 is formed integrally with the board 35, and the forms 31 are removed from the board 35 at that time.
