PROBLEM TO BE SOLVED: To safely and easily open and close an umbrella of a manually opening/closing type by avoiding providing a finger stopper projecting outward in the neighborhood of the runner side of a pressurizing part, but providing a ring- formed safety cover surrounding an outer peripheral face of the side of the runner and arranging a pressurizing part and the finger stopper at the safety cover. SOLUTION: This lower runner 1 consists of a main body part 10 and a runner part 11. The part 10 is a nearly cylindrical member and provided with vertical slits 100 on the side of its lower end. The slit 100 is provided with a pressurizing part 101 extending downward at an upper end edge and the part 11 is arranged to project like a disk from the middle of the part 10. Plural stretcher holding grooves 110 to which one end with a wire insertion hole is respectively inserted are provided on the outer peripheral surface of the part 11. The finger stopper 112 is arranged projecting outward along the lower side edge of the part 11 over the part 101 and the lower runner 1 is freely movably arranged along a metal rod.
