PROBLEM TO BE SOLVED: To rapidly and simply evaluate a fouling state of water as a COD value. SOLUTION: A potential difference measuring means is provided between a measuring electrode arranged to be dipped in water containing a hypochlorous acid and/or a hypobromous acid and a reference electrode arranged to e dipped in the water having a predetermined electric conductivity and containing no hypochlorous acid and no hypobromous acid in the case of purifying and sterilizing the water by feeding and circulating the water stored in a storage tank 1 and containing chlorine ion and/or bromine ion to an electrolyzing unit 4 to electrolyze the water, and generating the hypochlorous acid and/or the hypobromous acid. Then, a potential difference to be measured is evaluated as a COD value of a marker of its dirt.
