PROBLEM TO BE SOLVED: To allow a CPU which operates with an external clock to reduce the power consumption of the electronic equipment. SOLUTION: This system is equipped with a VCXO circuit 4 which can dynamically control a clock frequency, a CPU part 1 which operates with the clock, a program memory 2 which is stored with a program to operate, and a program monitor and control part which suitably controls the clock rate by monitoring the progress state of the program and dynamically controls the clock rate according to the soft load on the CPU 1, thereby obtaining the low power consumption system for the electronic equipment which can perform a software processing with irreducible power consumption.
