PROBLEM TO BE SOLVED: To provide an image pickup device and an image pickup method capable of obtaining still images without blurs even at the time of picking up the image of a moving object by using a solid-state image sensor coping with progress scanning. SOLUTION: The electronic shutter function of a CCD image sensor 23 capable of outputting image pickup signals in an entire pixel read mode is controlled by a shutter pulse based on a field cycle in a standard television system by a timing signal generator 28 and the image pickup signals are outputted in the entire pixel read mode from the CCD image sensor 23.
