PURPOSE: A latch control device is provided to control a latch phenomenon of a horizontal deflection integrated circuit according to power on/off. CONSTITUTION: The latch control device of a horizontal deflection integrated circuit comprises: a horizontal drive judging unit(10) for outputting a low signal at an input of a horizontal drive output signal and a high signal at no input of a horizontal drive output signal; an X-ray status judging unit(20) for outputting a low signal when a state is an X-ray protection state and a high signal when a state is not an X-ray protection state; a gate unit(30) for outputting a signal multiplying an output signal of the horizontal drive judging unit and an output signal of the X-ray state judging unit; a horizontal synchronous signal cutting unit(40) for controlling whether or not of cutting off a horizontal synchronous signal of the horizon deflection integrated circuit according to an output signal from the gate unit; and a power saving mode generating unit(50) for generating a power saving mode according to an output signal of the gate unit and a power saving mode control signal from a microcomputer.
